I attempted (and failed) to properly configure Outlook today. Now when I start it up, it asks for a password. I enter the correct one (can verify using a separate machine), it fails to connect to the server and closes down Outlook. How do I "reset" outlook and start from scratch?

Go to Control Panel and Mail (might be named differently, I'm on Windows7). From there, click on email accounts and you should be able to delete a profile, and create a new one.
